To help ensure the selection of a qualified and competent workforce, applicants for employment in the State of Colorado classified personnel system are chosen based on merit. Statutes mandate that only those applicants who meet the minimum qualifications (MQs) for a posted position are eligible for employment. MQs are the minimum class entry requirements (knowledge, skills, abilities, education and competencies) that an applicant must have to be considered for a position. Similarly, current employees must meet MQs for a promotion.
